Next Steps in the MANRS Charter Review Process

As outlined in “Shaping the Future of MANRS: Defining Roles and Responsibilities in Today’s MANRS Ecosystem,” a proposal in the MANRS Development Process seeks to update the MANRS Charter in four key areas:

  • Governance, defining how decisions about the rules and the structure of the initiative are made and by whom. 
  • Community Activities, defining who is responsible for proposing, developing, and coordinating various community activities, such as developing a program or reviewing Actions and conformance requirements.
  • The MANRS Development Process, outlining roles various entities play in it.
  • Audit and Participation, defining entities responsible for the tasks of onboarding new Participants, conformance checks, suspension or termination of non-performing Participants, and dispute resolution.

Community input is a vital part of this process. The public comment period, open to the entire MANRS Community, closes on July 1st.

The Secretariat will finalize the draft, and then the proposal will move into Last Call, which is where MANRS Participants have their final say. This is an important opportunity for Participants to ensure the Charter accurately represents their shared values and expectations.

Next Steps:

  • MANRS Last Call: The MANRS Last Call period begins July 9th and lasts for two weeks, ending on July 22nd. All input should be shared on the manrs-participants mailing list. Minor editorial suggestions are permitted, but no substantive changes will be considered at this stage. The outcome of the MANRS Last Call will be determined by voting, as required by the current Charter.
  • Voting: Voting opens on July 9 and runs through July 22. Participants will receive detailed voting instructions via the manrs-participants mailing list. The vote is a simple choice:
    • I am in favour of the proposed changes to the Charter
    • I am against the proposed changes to the Charter

The amendments will pass if at least 10% of MANRS Participants vote, and at least two-thirds of those votes are in favor.

  • Who Can Vote: The primary contact listed in the MANRS Observatory is eligible to vote. If your organization’s primary contact information is outdated, please update it before July 1 by contacting [email protected].

Please review the proposal, ensure your voting eligibility, and participate in the vote. Your engagement is crucial to achieving the required turnout and strengthening the collective commitment to secure and resilient internet routing.
