Recognizing significant progress the MANRS effort has made since its inception and since the last version of the MANRS Community Charter was adopted, earlier this year the Steering Committee together with the Secretariat reviewed the changes in how different entities of the MANRS ecosystem contribute and participate in the effort. The result of this review indicated that substantive changes need to be made to the Charter to align it with the current practices, roles and responsibilities of entities involved.
The process of the community review of these changes was kicked off on June 3, starting an MANRS Development Process that finally led us to a new version of the MANRS Community Charter. These changes reflect the growth, impact, and maturity of MANRS and pave a way for its future development. The following areas were updated:
- Governance, defining how decisions about the rules and the structure of the initiative are made and by whom.
- Community Activities, defining who is responsible for proposing, developing, and coordinating various community activities, such as developing a program or reviewing Actions and conformance requirements.
- The MANRS Development Process, outlining roles various entities play in it.
- Audit and Participation, defining entities responsible for the tasks of onboarding new participants, conformance checks, suspension or termination of non-performing participants, and dispute resolution.

The new version of the Charter was approved by the MANRS Participants by voting, as required by article 8.2 of the current Charter: “This Charter may be amended if at least 10% of the total number of MANRS Participants vote within 28 days of an amendment being proposed, and at least two thirds of the total votes received are in favour.” We are pleased to announce that more than 18% of the participants cast their votes, with 77% in favor (well above the required 2/3) and 23% abstaining.
