
Ms.
Dalsie Green Baniala is currently employed by the Government of Palau as
Palau’s Telecommunications Regulatory Advisor working very closely with the
assigned team in the Pristine Paradise, Republic of Palau. Ms. Baniala’s key function is to establish the
Regulatory Bureau for Palau Government and its citizens. Working very closely
with the assigned team and especially the Ministry of Public Infrastructure,
Industry and Commerce (MPIIC), Ms. Baniala is aiming for the Regulatory Bureau
for Palau to be up and operational by October, 2019.
Ms.
Baniala is also engaged by the Vanuatu Telecommunications Radiocommunications
and Broadcasting Regulator (TRBR) to provide advisory functions to the Vanuatu
Regulator and his staff, on specific regulatory matters when and where
required.
Whilst providing the Regulatory Advisory functions to both the Government of Palau through MPIIC and the TRBR, she also serves as one of the United Nations Internet Governance Forum-Multi-Advisory Group (MAG) member representing the Pacific Islands at the MAG discussions.
Ms. Baniala also serves as one of the board members for the newly established organization “Vanuatu National Internet Governance Forum” – VANIGF secretariat. Additionally, she has provided a lot of support towards development of Women and Girls in ICT in Vanuatu, and other ICT/Internet Governance programs through Youth Development.
At the end of 2015 till 2018, Ms. Baniala took up the position of Independent TRB Regulator (the first Female and Ni-Vanuatu Regulator), at the same time serving as the CEO for the Institution. During her time serving as the Regulator, she also provided assistance and support on promoting Internet Governance at the national level.
Some key achievements during her time was the hosting of the Asia Pacific Regional Internet Governance Forum(APrIGF) which for the first time was hosted in the South Pacific Region in Port Vila, Vanuatu, in July, 2018. She has invested a lot of time promoting Vanuatu regulatory activities contributed massively to bring the International Telecommunications Union (ITU) –Global Symposium for Regulators (GSR19) which again for the first time was hosted in the Pacific by the Vanuatu Government in mid-year of 2019; 400 plus regulators, policy makers and other interested stakeholders across the globe attended.
Through an established organization (Pacific Inspiro Limited), Ms Baniala is currently leading a community initiative “ICT to celebrate, promote and preserve cultural and traditional values of Maewo Island”.
Dalsie has over 10 years of executive regulatory experiences, regulating a Telecommunications and Broadcasting competition market in a small size population of 280,000 people who are enjoying the benefit of ICT and broadcasting across the archipelago.
She has ranges of experiences and understanding on executive activities and specific regulatory functions such as spectrum management, internet Governance, interconnection, Universal Access policy projects, numbering management, general quality of services, required standards of ICT products, consumer protection, universal access and services and other digital activities happening within the region.
She has provided effective and efficient high level executive support to her fellow Predecessors and the Senior Dignitaries for its stakeholders also, providing policy advice to the Hon. Prime Minister of Vanuatu who is the Minister responsible for Telecommunications and Broadcasting services then, and now the Hon. Minister for Public Infrastructure, Industry and Commerce for the Pristine Paradise, the Republic of Palau.
Her
major achievements in career life are as listed below:
- Contributed with leading decisions and staged the most successfully ITU-Symposium for Regulators in July, 2019, the most successful GSR19 in the Small Island states;
- Employed by World Bank as Telecommunications Regulatory Advisor to the Palau Government and to establish their Regulatory Bureau;
- First Ni-Vanuatu and Female Regulator on Telecommunications, Radiocommunications and Broadcasting/media sector;
- As invited and approved by the Hon. Prime Minister of Vanuatu at that time, the first Female Executive to contribute in developing a tailor-made publication to increase Vanuatu’s visibility at the global market through one of the most prestigious media “Harvard Business Review” for the first time having its presence in the Pacific region http://www.winne.com/vu/interviews;
- Positively led and supervise Vanuatu’ contributions on the ITU-D Regulatory Best Practices Guidelines where global organizations can have access to;
- Effectively Support and provide major contributions to positive establishment of Vanuatu National Internet Governance Forum (VANIGF);
- Steering Committee member for the Pacific ICT Regulatory Resource Centre (PIRRC);
- Represented Vanuatu at the international stages making presentations, interviews and contribute on specific Regulatory topics – refer to ITU website – regulatory interviews;
- As the Regulator, led and provide overall Supervision on implementation of the successful Government’s Universal Access Policy (UAP) – unique model of Pay or Play approach which people of Vanuatu are now enjoying satellite broadband and LTE coverage and 3G+ across Vanuatu;
- Made tough decisions on pricing model of International Internet Bandwidth thus led to price drop on wholesale Market of international internet bandwidth provided by submarine cable for the industry as Regulator;
- Provide Overall supervision on the establishment of the Computer Laboratory Internet Community Centres which 22 sites across Vanuatu are currently enjoying the benefits;
- Raised 18 Ni-Vanuatu passionate regulatory team;
- Effectively enforce and implement the regulatory mechanism in place thus bringing Vanuatu to the next level of Regulator status (Benchmarked Regulator) in the Region;
- Positively getting the Minister for Finance of the time to allow and approve TRBR to have its Independent Financial Management & Operating systems;
- Receiving Aid Donors from World Bank and the Government of Australia; the big financial contributors to the TRBR’s business life operations
- Obtained trust, confidence and approval from Minister of Finance of that time to have a separate Trust Account Code for UAP funds – out of Reserve Bank to an interest bearing account .
- Worked on and obtained the MIPU’s Minister’s support and buy into establishment of GOV ICT Policy section now known as the Government Chief Information Officer (OGCIO) and assist with facilitating recruitment of the GCIO;
- Proactively coordinate successful ICT celebrations for the first time in Vanuatu and in Santo, Tanna and Malekula
- Overcome great barriers and challenges and successfully recruited 16 Community Consumer Champions across the country;
- Having the right leadership at the right time of TRBR’s establishment and successfully adapted and embraces changes.
- first Ni-Vanuatu to be deeply involved in the challenging introduction of TRBR business life cycle to now at its growing stage.
At the community
Level her major achievements includes:
- Being
the Chair for Vanuatu Women In Sports
Commission for 9 years and contributed a lot to the Women in Sports development
in Vanuatu; - Working
very closely with Cultural Women Leaders in my community – Maewo Island,
promoting their skills through weaving of mats and other traditional/cultural
dances and songs; - Currently
working on developing a project on “ICT to celebrate, promote and preserve
cultural and traditional Values, focusing on my home Island Maewo”
