Signature to Open Letter to DoT on SIM Binding Directive – 5 Jan 2026

Along with several stakeholders, ISOC Delhi has signed an open letter addressed to the Department of Telecommunications concerning the recently issued SIM Binding Directions dated 28 November 2025.

These directions stem from the recently notified Telecommunication Cybersecurity Amendment Rules, 2025. The directions subject app-based communication services (classified as TIUEs) to telecom-style regulation, requiring SIM linkage within 90 days and periodic re-authentication for web-based users via QR codes.

Given the potential impact of these directions on India’s consumers and end users, the letter urges the adoption of an open, transparent, and consultative process and requests a deferral to allow for broader stakeholder engagement. We believe it is important that diverse perspectives from across the ecosystem are heard to help shape a practical and balanced approach.
